Curtis J. Cope began his career as a patrolman in the city of Santa Ana, California. One year later he moved to the city of Huntington Beach, where he spent the next 29 years providing his service in varying capacity to this community. When he started at Huntington Beach Police Department he worked as a Patrol Officer, Motor Officer, Field Training Officer, SWAT Officer, Special Enforcement Unit Officer, Helicopter Observer, Department Use of Force Instructor and Background Investigator. Mr. Cope’s hard work and dedication moved him up the chain of command. During his tenure as a Sergeant his assignments consisted of Patrol Supervisor, Field Training Officer Supervisor, Motor Sergeant, Accident Investigation Sergeant, Special Enforcement Sergeant, S.W.A.T. Team Leader, Adjutant to the Uniform Division Commander and lead Department Instructor in arrest and control training. Mr. Cope was later promoted to the rank of Lieutenant and his assignments consisted of performing as a Patrol Watch Commander, Field Training Officer Manager, S.W.A.T. Team Commander, Uniform Division Area Commander (when the organization transitioned to Community Orientated Policing), lead Department Instructor in arrest and control training and Bureau Commander of the General Investigation Bureau. Mr. Cope retired from the Huntington Beach Police Department at the rank of Lieutenant. In parallel, Mr. Cope has spent the last 42 years teaching various course curricula revolving around the law enforcement genre. His teachings have been facilitated thru the police academy, numerous allied agencies and the private sector. The California Commission on Peace Officer Standards and Training (P.O.S.T.) began utilizing Mr. Cope as a subject matter expert to develop new coursework, curriculum and training for use at police academies throughout the State in 1979, became a Master Instructor in 1993. As a Master Instructor Mr. Cope developed and administered several programs and courses, mentored new instructors and continued teaching. Mr. Cope’s services continue to be used by P.O.S.T.

Mr. Cope is a well-known expert in the law enforcement community. Courts in several states have qualified Mr. Cope as a subject matter expert in Police Practices and Use of Force at Municipal, Superior and Federal Courts and by the State of California Commission on Peace Officer Standards and Training (P.O.S.T.). Mr. Cope assists the Commission routinely in developing new training programs, curriculum and coursework. He is a P.O.S.T. Master Instructor and was one of the developers and the Administrator for the P.O.S.T. Institute of Criminal Investigation (ICI) Instructor Development Workshop Series. Mr. Cope has been involved in Police Practices Consulting since the early 1980’s.

Mr. Cope is an author in the field and has had his works published by Charles Thomas Publishing, The Police Chief Magazine, The American Society of Law Enforcement Trainer Magazine, The Journal of California Law Enforcement, Law Officer Magazine and others.

Mr. Cope has been recognized by his counterparts for his many years of dedicated teaching. The State Commission on Peace Officer Standards and Training ICI program honored Mr. Cope by naming him the 2001 EXCELLENCE IN INSTRUCTION AWARD winner and the 2006 FOUNDERS AWARD for LEADERSHIP IN EDCUATIONAL EXCELLENCE, which has been awarded to only (6) others in the State. Additionally, Mr. Cope has been awarded the MENTORING EXCELLENCE AWARD, California POST Instructor Symposium, 2009. AWARD OF EXCELLENCE for Redesigning the Institute of Criminal Investigation Instructor Development Course, 2010 & 2011, and in 2013 Mr. Cope was awarded a CERTIFICATE OF EXCELLENCE for outstanding work and dedication to the P.O.S.T. Instructor Development Institute – Mentor Program.
